Redispatch 2.0 for hydropower plant operators
The amendment of the Grid Expansion Acceleration Act (NABEG 2.0) brings new obligations and roles for plant operators in the context of Redispatch 2.0 from 01 March 2022. This also applies to all operators of hydropower plants with a capacity of 100 kW or more. With the entry into force of Redispatch 2.0, the new market roles of Employer in Charge (EIV) and Operator of a Technical Resource (BTR) were also created, which have a central role in the fulfillment of the extensive legal obligations.

Frequently asked questions
What is the basic procedure for a redispatch control measure?
Based on its internal systems and legal requirements, the grid operator decides whether and which systems will be affected by a curtailment measure.
The grid operator sends a control command directly to your power generation plant, which is then implemented by the plant control system (e.g. limiting the feed-in to 30 per cent of the installed capacity). At the same time, the grid operator also sends a message to the F.EE Redispatch Portal - normally up to 24 hours in advance. If the grid operator's action plan changes, updated information is also sent to the F.EE Redispatch Portal.
In practice, the grid operator often updates a control measure several times a day, e.g. if it is scheduled not just from 10:00 to 13:00, but from 10:00 to 15:30 - in individual cases, we were able to record over 40 updates for a system in a single day.
Feedback to the F.EE Redispatch Portal as to whether and to what extent the remote control command has been successfully implemented in your system does not currently take place with the standard technology available. Only F.EE customers who have installed a fe.box can benefit from a recording of the actual remote control status (grid operator/direct marketer) including the power profile. It is possible to display this data in the F.EE redispatch portal and compare it with the grid operator's data.
To what extent is there compensation for a grid operator curtailment measure?
In principle, the system operator is entitled to appropriate financial compensation that puts them neither better nor worse off economically than they would be without the measure. Please note that not every measure taken by the grid operator is necessarily subject to compensation. Likewise, depending on the EEG applicable to your plant, periods with negative exchange price hours may not be subject to compensation.
The amount of compensation is determined using either the flat-rate or peak-light method, depending on which method was specified in the master data notification. The procedure is always valid for one calendar year and can be changed during the year in certain cases by way of exception. Otherwise, you can select the procedure for the following calendar year by the end of November. Please note that if you switch from the flat-rate procedure to another procedure, it is no longer possible to switch back to the flat-rate procedure.
The grid operator determines - based on the selected methodology - an outage compensation time series, which it transmits to the F.EE Redispatch Portal. The time series is transmitted in quarter-hour values as kilowatt-hour values [kWh] and will also be displayed graphically in the F.EE Redispatch Portal in future. If you do not agree with the grid operator's proposal, you can object to it in the F.EE Redispatch Portal and send a counter-proposal to the grid operator. The operator will then provide feedback as to whether the counter-proposal has been accepted or rejected. Unfortunately, this also ends the formal, automated redispatch process and you must contact the grid operator directly if there are any uncertainties.
Please check your invoices to see whether measures requiring compensation are listed and the amount is correct.

Where are the control measures visible to you as a system operator?
You can view the control measures in the F.EE Redispatch Portal. In order to maximise transparency for you, we display the data in the form provided to us by the grid operator. This means that the control measure is displayed in quarter-hour periods with the respective power value. This means that you know the period over which the feed-in is limited to a certain maximum value. As a rule, the measures are labelled as ‘one-sided fixation upwards’, i.e. the specified output may be undercut but not exceeded.
Can I be notified when a regulatory measure is received?
Yes, you can be notified when a message is received in our redispatch system and have a choice of three options: Notification once a day - either when the first message is received or at midnight for the last message received. Alternatively, you can have an e-mail sent to you when each message is received. If you choose the latter option, please bear in mind that we have already received over 40 messages in one day for some systems. You can test the function by logging into the F.EE Redispatch portal.
We would like to point out that we can only display what we receive from your grid operator. The overview can therefore not guarantee completeness. Unfortunately, we also do not know whether your system has actually been technically regulated in this way. Due to numerous customer calls, however, we have realised that discrepancies can occur not only in individual cases.
